　東京電力福島第１原発事故の発生直後、収束作業に当たった元東電社員の男性は、現場の最高責任者が何を考え、どう行動したかを記録した調書の内容が明らかになったことを「ずっと知りたかった」と歓迎する。男性は当時、本店の幹部らを相手に一歩も引かない吉田昌郎元所長の姿を自らの支えにしていたという。それだけに「９割の所員が命令に違反して撤退した」との一部報道には「命がけで戦った仲間全員への侮辱で、悔しい」と話す。【袴田貴行】

　男性は２０代後半。２０１１年３月１２日に最初の水素爆発が起きた時は、炉心への冷却水注入が続く１号機に車で向かっていた。激しい爆発音とともに車が上下に揺れ、一瞬気を失った。我に返って前を見ると、原子炉建屋が吹っ飛んでいた。わずか１００メートルの距離だった。不眠不休で作業を続けたが、１４日午前に３号機が爆発、夜には２号機の危機的状況が伝わった。普段は冷静な上司が誰に聞かせるともなく「もう駄目なんだからな」としきりにつぶやいた。

　日付が１５日に変わる頃、免震重要棟の１階出入り口付近には数百人の所員が待機していた。明け方、吉田所長らが指揮を執る２階の緊急時対策室から人が下りてきて、退避命令を伝えた。免震重要棟の重い二重扉が開き、所員らはバスや自家用車で第２原発へ向かった。だが、２時間ほど仮眠を取った後、上司に起こされ第１原発に戻ってくれと言われた。４号機で火災が発生し、人員が必要だという。同僚が戻ると言うので一緒に従わざるをえなかった。

　「生きて帰りたい」と願う一方、「吉田所長が頑張っている間は自分も折れるわけにはいかない」とも思った。緊急時対策室でのテレビ会議で、本店の幹部に食ってかかる姿を何度も見かけた。半面、たまに資料を渡しに行くと、若い所員にも気さくに話しかけてくれるのがうれしかった。

　東京電力福島第一原子力発電所事故を巡る「吉田調書」の全容が明らかになった。
　政府の事故調査・検証委員会が、吉田昌郎元所長から生前に聴取した証言の記録である。
　事実関係のほとんどは、政府事故調の報告書に反映されている。とはいえ、事故対応に当たった作業員の苦労や、吉田氏の心情を生々しく伝える貴重な資料だ。
　津波により、原発冷却に必要な電源が失われた。原子炉に注水し、圧力も抜かねばならなかった。
　事態が切迫する中、当時の菅首相ら官邸サイドや、東電本店から、注水作業などを催促する指示が矢継ぎ早に来た。
　「効果的なレスキュー（支援）が何もないという、ものすごい恨みつらみが残っている」と、吉田氏は不満を口にしている。
　現場の状況を踏まえぬ菅氏らの過剰介入が、作業を遅らせ、士気を損なった。重い教訓である。
　菅氏が、東電の「全面撤退」を阻止したと主張している点についても、吉田氏は「誰が撤退なんて話をしているんだと言いたいぐらいだ」と反発し、「現場は逃げていない」とも述べている。
　吉田調書を入手したとする朝日新聞は、５月２０日付朝刊で、作業員が吉田所長の命令に反し、第二原発に撤退したと報じている。
　だが、調書を読む限り、吉田氏は、部下が指示に違反したとは認識していない。
　吉田氏は、「２Ｆ（第二原発）に行けとは言っていない」が、指示が伝わる過程で解釈が変わったと説明している。
　その上で、作業に必要な要員以外は「２Ｆに行った方がはるかに正しい」と、退避を選択した部下の判断を評価した。現場は、放射線量が高く危険な状況だった。
　退避の経緯は、政府事故調の報告書にも詳述されている。朝日新聞の報道内容は解せない。
　吉田氏は「文脈等をふまえなくては誤解を生む」と、調書の非公開を求めていた。しかし、朝日新聞の報道などを受け、証言は独り歩きを始めている。政府は「かえって本人の遺志に反する」として、近く公開する方針だ。
　作業員の奮闘は海外でも称賛されてきた。だが、朝日新聞の「撤退」報道に基づき、米紙が「作業員が命令に反して逃げた」と報じるなど誤解が広がっている。
　吉田氏は、危険を顧みぬ作業員の事故対応に、「本当に感動した」と語っている。彼らの名誉のためにも公開は妥当な措置である。

菅官房長官は閣議のあとの記者会見で、いわゆる従軍慰安婦の問題を巡って日本政府に謝罪や賠償を勧告した国連の報告書について、「朝日新聞が大きく取り消した記事の内容に影響を受けているのは間違いない」と指摘したうえで、引き続き日本の立場を国際社会に説明していく考えを強調しました。

この中で、菅官房長官は、いわゆる従軍慰安婦の問題を巡って日本政府に謝罪や賠償を勧告した１９９６年の国連の報告書について、「わが国のこの問題に対する基本的立場や取り組みを踏まえておらず遺憾に思っている。この報告書の一部が、先般、朝日新聞が大きく取り消した記事の内容に影響を受けているのは間違いないと思う」と述べました。
そのうえで、菅官房長官は、記者団が「報告書の撤回を求めていくのか」と質問したのに対し、「わが国としては強制連行を証明する客観的な資料は確認されていないということで、『不適切』だと指摘してきた。国連を含む国際社会に、わが国の立場をこれからもしっかりと説明していきたい」と述べました。
