「水循環基本法」
森林や河川、農地の整備などを国の責任で推進する。
国の責任で国内の水資源を維持・回復させるための施策を総合的に
推進する
水源となる森林や河川、それに農地などを整備すること。
国内の水源地を外国企業などの買収から守ることもできる。
分水嶺(ぶんすいれい)
降った雨が山の頂で 流れてゆく方向を決められる。
川を上流に辿れば その川の分水嶺がある。
川の「水源地」保全は
分水嶺を基準として 裾野(すその)一帯を国有化すればよい。
水源地保全と一帯の森林保護。。。
何故 国有化が必要なのか！
水源地の最上の環境とは
“自然植生”林です。
その地域の原生林に自然に育つ植物。
人口植林で 杉&檜で埋め尽くされてる。
これを 本来のあり様に戻さねばならない。
これこそが 水源地保全の根本です。。。
国が行えば良いのは 最低限ここまで。
河川＆農地整備は 地方自治体が権限もって行えば良い。
大規模河川については 流域自治体が提携して行う。。。

水資源の維持・回復を 基本法成立 3月27日 21時27分
国内の水資源を維持・回復させるため、総理大臣をトップとする組織を
内閣に設け、森林や河川、農地の整備などを国の責任で推進するとした
「水循環基本法」が、衆議院本会議で全会一致で可決され、成立しました。
自民党や民主党など８党の国会議員で作る議員連盟が策定した
「水循環基本法」は、地球温暖化に伴う気候変動などによって、渇水や
洪水などが起きているとして、総理大臣をトップとする
「水循環政策本部」を内閣に設置し、国の責任で国内の水資源を維持
・回復させるための施策を総合的に推進するとしています。
具体的には、水源となる森林や河川、それに農地などを整備することを
盛り込んだ「水循環基本計画」を策定し、関係省庁が一体となって必要
な施策を講じるとしています。
「水循環基本法」は参議院ですでに可決されていて、２７日の衆議院本会
議で全会一致で可決され成立しました。
超党派の議員連盟では、「国益の観点からも水資源の確保は重要だ。
この法律によって、国内の水源地を外国企業などの買収から守ることも
できると期待している」としています。
