　１４日、日本ユニセフ協会大使のアグネス・チャンさんに投げかけられたこの公開　　質問状をきっかけに、同協会の募金活動への関心がネットで急上昇した。協会が募　　金額の８１％、黒柳さんが全額をユニセフ本部に送っていることが質問の背景。議　　論は日本人の募金観にまで及んでいる。

　公開質問状をブログで出したのは、実業家で掲示板「２ちゃんねる」元管理人の西村博之さん。アグネスさんが１３日、自身のブログで「日本ユニセフ協会について無責任なネットの書き込みがあるそうです。悲しいですね」「日本ユニセフ協会はユニセフの為に日本で募金出来る唯一の団体です。デマに惑わされないで」と書き込んだこと への反応だった。
　◆一部で騒動に
　アグネスさんはその日のブログで、ユニセフが台風被害を受けたフィリピンで子供たちの救援活動を行っていることを紹介。言及した「デマ」とは、募金の一部が同協会に使われていることを批判するネット上の言論とみられる。西村さんは公開質問状で、協会が昨年度は募金の８１％しかユニセフ本部に送っていないが、ユニセフ大使を務めるタレントの黒柳さんは自身の 口座に振り込まれた募金の全額を送っていると指摘。黒柳さんの口座を紹介しないのはなぜ？　と問いかけたのだ。
　この一件は西村さんがネット上の有名人だったことも手伝い、高速で拡散。ツイッターや掲示板で「こりゃ手厳しい」「ピンハネか」などと反応が広がった。また、架空のニュースを読み物として提供するサイトが１８日朝、協会が全面ガラス張りの新本部を建設して「限りなく透明に近い日本ユニセフ」を目指す－というウソ記事を配信したところ、この記事が同日午後に削除。同サイトは「協会から『信頼を失墜させかねない』とした抗議文が届いた」と明かし、その経緯を公表した。
　◆「寄付を知らなすぎる」
　そんな“騒ぎ”もあった今回の公開質問状。アグネスさんは２０日時点で回答していないが、ネット上では協会を一方的に批判するような炎上にはなっていない。
　 ツイッターでは当初から冷静な指摘があった。「協会へ募金する場合は組織運営費がかかる分だけ、本部へ送る募金が少なくなるのは当然で世界中同じ。黒柳さんのは組織ではなく個人募金で経費がかからないので全部本部へ送れるだけのこと」。「１９％」についての検証も素早く行われ、質問状の翌１５日には、協会が公開している情報や直接取材を基に、「１９％」が協会の広報などの活動や職員の人件費に使われているという事実がまとめられ、ネットで拡散された。協会によると、活動費は募金の２５％以内でまかなうとする協定が本部と結ばれているという。

　 一連の経緯をめぐり、ブロガーのイケダハヤトさんは「『寄付』について、ぼくらは知らなすぎる」と投げかけた。なぜ寄付が社会に必要なのか。寄付先はどのように選べばいいのか。そして認定公益団体への寄付金は課税控除されるといった仕組み…。「今回の協会バッシングは日本人の寄付リテラシーが低いがために起こっている」と指摘する。
　西村さんの公開質問状は、その趣旨とは別に、寄付という行為そのものへの関心も呼び起こした。意義はあったと言えるだろう。（光）
